From what I've been reading so far, it seems it's not possible to use a RevPi DIO (PR100197) directly connected with a RevPi Gate EtherNet/IP (PR100066) connected only to ethernet and use this as a remote EtherNet/IP IO. Is this correct?
If so, what is the reason that the RevPi Gate EtherNet/IP (PR100066) always needs a locally connected base module?
I would like to use multiple setups like the above and have a central RevPi Connect running codesys as EtherNet/IP scanner communicating directly with multiple RevPi Gate EtherNet/IP (PR100066) over ethernet using EtherNet/IP.

Yes that's correct. The gateways historically were build to be used as a pair and translate between two field bus networks. So the RevPi acts as kinda partner gateway and can exchange data the same way as a partner gateway would do. So your best option would be ethernet/ip capable remote io or a RevPi acting as remote io.
